This is a fictional flag for a state in a story I used to write. It is a militaristic, anti-authoritarian version of the EU, advocating for a federalised Europe. It manages to conquer and hold on to a large portion of the continent after a collapse in state authority across the continent due to an economic cataclism, eventually falling to authoritarianism itself under its mysterious, probably alien leader, Avruk ne Abdashera. It then transforms into the technocratic, ultravisionary dictatorial European Technocracy, which brutally deals with everyone they see as "lagging behind". It is finally defeated by an economic and military blockade by an alliance of rival powers.
